THE CONSTITUTION OF THE UNITED EARTH PROVINCES (UEP) WORLD GOVERNMENT

SECTION I: THE EXECUTIVE BRANCH
1)  The King of Planet Earth/King of The World is the Chief Executive of The United Earth Provinces (UEP) and
of Planet Earth.  He may appoint ministers to his cabinet (see part 3 of this section).  He can
veto legislation requiring a 90% vote to override.  He is the commander in chief of the
Armed Forces of Planet Earth.
2)  The King of Planet Earth/King of The World may issue decrees.
3)  The Kings cabinet include the Ministers of Diplomacy, The Treasury, Defense, Environment, Education, Commerce,
Space Exploration, Food and Shelter, Human Rights, Health Care, Security, and Lunar Development.

SECTION II:  THE LEGISLATIVE BRANCH
1)  The United Earth Provinces (UEP) Parliament is comprised of two houses: The Intellectual Senate (upper) and
the Chamber of Earthatives (lower).  Legislative acts require majority approval of both houses.
2)  The legislative districts of Planet Earth are fifteen equal sized regions arranged in three rows (5 a piece)
across the face of the globe as follows:  North Far West, North Near West, North Center, North Near East, North Far East,
Center Far West, Center Near West, Center Center, Center Near East, Center Far East, South Far West, South Near West, South Center, South Near East, South Far East.
3)  Each district appoints 2 Intellectual Senators from the residents who score the highest on this (intellectual) formula:
(Composite Test Scores) - scaled 1-100 plus (First[s] to complete the Highest # of Composings and Transmittings of Human Rights Supporting Documents by the age of 50 Actual Number of Documents) - scaled 1 to 200.
Possible intellectual formula scores are 2 to 300.
4)  The Chamber of Earthatives is comprised of 1 to necessary amount of Earthatives from each legislative district.
Each district gets 1 Earthative for each 12 million in population.

1)  Universal Food
2)  Universal Shelter
3)  Existence
4)  Freedom of Speech
5)  Freedom of Movement
6)  Abolition of Torture
7)  Universal Health Care
8)  Abolition of Slavery
